Our Team

Douglas Huddle is the Chief Operating Officer and a licensed Texas Senior Property Tax Consultant at Wilson & Franco. He is responsible for the management, preparation, and administration of commercial property tax appeals. His expertise includes market research, case analysis, and data management.

Douglas graduated from St. Edward’s University, where he received his B.A. in Psychology. In 2017, he received a Graduate Certificate in Real Estate Development from the Harvard Extension School.

Douglas is a licensed Real Estate sales agent in Texas. He is a member of Texas Association of Property Tax Professionals (TAPTP), Institute for Professionals in Taxation (IPT) and International Council of Shopping Centers (ICSC).

When Douglas is not finding new and innovative ways to progress our clients’ cases, he loves spending time with his wife and daughter.

Shauni Gelfand is the National Director of Business Personal Property Services and a licensed Texas Property Tax Consultant. Shauni is responsible for transitioning a host of national clients to the Wilson & Franco personal property platform. She is also responsible for researching state guidelines to ensure compliance across the Wilson & Franco portfolio.

Prior to joining Wilson & Franco in 2011, Shauni worked for Midway Companies and Mustang Engineering utilizing her accounting background to analyze data, create budgets, and manage financial reporting.

Shauni graduated from Texas State University in 2008, with a BBA in Accounting. She is a member of Alpha Zeta chapter of Chi-Omega. She is also a member of Texas Association of Property Tax Professionals (TAPTP), Institute for Professionals in Taxation (IPT) and International Council of Shopping Centers (ICSC).

When Shauni is not leading her team in delivering exceptional service to our clients, you can find her making memories with her husband, & daughter, and young son…or chasing the jackpot in the Los Cabos Tuna annual tournament!

Jay Shroff is Wilson & Franco’s Director of Litigation, and he is a licensed attorney in the State of Texas. Jay specializes in real property appeals and protest hearings, and he manages the litigation and arbitration processes.

Jay graduated from Southwestern University where he majored in Business. He was also a member of the University’s renowned tennis team. Jay went on to attend South Texas College of Law, obtaining his Juris Doctor degree in 2010. Mr. Shroff is licensed to practice law in the State of Texas.

In his leisure time, Jay enjoys exploring new restaurants in the greater Houston area and spending quality time with his wife and daughters.

Valerie Hardy is the Director of Litigation Services and a licensed Texas Property Tax Consultant at Wilson & Franco. Valerie is responsible for communicating with our clients throughout the appeals process. She prides herself on ensuring that our clients are well informed and that our strategies are well communicated. Valerie manages the litigation recommendation and tracking process and is the liaison between our client’s staff and the legal team.

Prior to joining Wilson & Franco in 1997, Valerie worked at the Nueces County Appraisal District and with Harris County Appraisal District. With these two positions and her tenure at Wilson & Franco, Valerie has almost 35 years of experience in the property tax industry.

When Valerie is not managing the firm’s client communications, she can be found fishing with her husband and spending time with her two young grandchildren.

Carla Saldana is the Director of Litigation Services and a licensed Texas Property Tax Consultant at Wilson & Franco. Carla dedicates her efforts to managing our clients’ litigation and arbitration process. She also assists our clients in the recovery of earned tax refunds.

Prior to joining Wilson & Franco, Carla worked in the banking industry where she was part of the accounting team that oversaw the payables database for Chase Bank’s national platform.

Carla graduated from the University of Houston Continuing and Professional Studies where she completed the Paralegal Certificate Program. When Carla is not seeking ways to better manage our national portfolio, you can find her seeking out her next travel destination.

Tom Collier is a licensed Texas Senior Property Tax Consultant at Wilson & Franco. Tom’s expertise focuses on ad valorem tax protests related to complex commercial real estate and business personal property. His work is vital in the development and maintenance of our digital property valuation models. With over 30 years of experience in real estate development and construction, Tom provides a valuable resource to our clients.

Prior to joining Wilson & Franco in 2003, Tom’s background included construction cost analysis, project management, and deriving inventive building solutions. Tom’s development experience includes retail, office buildings, residential, and industrial distribution centers.

Tom graduated with his bachelor’s in business administration from the University of Houston.

Tom is an active member of the Institute for Professionals in Taxation (IPT), the Texas Association of Property Tax Professionals (TAPTP), and the Appraisal Institute.

Mr. Collier has served as an officer/director of Lakewood Yacht Club and was appointed acting Commodore in 2014. He has also been actively involved in building Lakewood’s Youth Sailing Program. Tom has been involved for many years with Keels & Wheels, the antique car and boat show, a 501C(3) charity that benefits Boy & Girls Harbor.

David Zamora is a Business Personal Property Analyst and a licensed Texas Property Tax Consultant at Wilson & Franco. David has 20 years of experience in our industry, all with our firm. In addition, David is also part of our firm’s technology group where he assists in the development of the firm’s proprietary software.

Prior to joining Wilson & Franco in 2001, Mr. Zamora worked for Chase Bank in their financial accounting department. During his 20 years with Chase, David worked in accounts payable, general ledger, fixed assets, construction accounting, building operations accounting, and as support to the Corporate Real Estate Group.

David graduated from Rice University where he majored in Business. David holds an MBA from the University of Houston with a concentration in Finance. In his leisure time, David enjoys billiards, politics, comics, and a wide array of sports.

Kelly Dyer is a Business Personal Property Analyst and a licensed Texas Property Tax Consultant at Wilson & Franco. Kelly joined the Wilson & Franco team in 2012. Kelly plays an integral role in our national rendition filing process. Kelly also manages the tax bill collections and processing function for many of our national clients.

Kelly graduated from the University of Mississippi with a degree in Hospitality Management; she’s quite astute with coordinating many of the firm’s marketing events. Kelly is a member of Institute for Professionals in Taxation (IPT) and International Council of Shopping Centers (ICSC).

When Kelly is not working with appraisal districts across the country to research and resolve our clients’ needs, she enjoys traveling with her husband and son.

Kristen Dougherty is a Business Personal Property Analyst and a licensed Texas Property Tax Consultant at Wilson & Franco. As part of the business personal property (BPP) team, she assists with filing renditions and coordinating the personal property appeals process.

Kristen graduated from Sam Houston State University in 2014 where she majored in Business. There she won two national championships with the co-ed cheer team. When Kristen is not working to ensure that all documents have been received and securely stored, you can find her traveling to explore new countries and cultures.

Kelly Fike serves as Vice President of Finance at Wilson & Franco. She manages the Financial Operations, Data Acquisition Processes, and the Client Relations divisions of the firm.

Prior to joining Wilson & Franco in 2011, Kelly worked in Property Management as an Assistant Controller at Midway Companies, and, earlier, as a Senior Accountant at Gerald D. Hines Interests. She utilizes her accounting expertise in analyzing data, CAM reconciliations, budgeting, forecasting, and financial reporting.

Kelly graduated from Southern Connecticut State University in 2000 where she majored in accounting; she earned her MBA from Sam Houston State University in 2008. When Kelly is not forecasting and analyzing property performance, tax values, and budgets, she enjoys traveling with her family.

Nancy Zamora is the Client Relations Manager and a licensed Texas Property Tax Consultant at Wilson & Franco. Nancy’s primary focus involves developing and maintaining strong client relationships while delivering exceptional customer service. Nancy manages our National commercial property portfolios. She also works with our network of agents across the country to ensure that our client’s interests are effectively represented.

Prior to joining Wilson & Franco in 2002, Nancy worked in the retail industry where she was part of the store management team with several national retailers.

Nancy graduated from the University of Houston where she received her BBA in Marketing and BA in French with a Minor in Spanish. When Nancy is not coordinating communication between clients, agents, and our staff, she can be found volunteering with the Pediatrics Department at MD Anderson Cancer Center.

Emily Lopez is a Property Analyst at Wilson & Franco. She is responsible for managing the accounting processes of the firm. Emily also plays a pivotal role in our national Business Personal Property team where she helps keep our clients in compliance while assuring that they receive the best advocacy.

Prior to joining Wilson & Franco, Emily worked for Ernst & Young in assurance practices. There she helped various clients meet their financial reporting requirements and provided meaningful insights into accounting and reporting matters.

Emily graduated from Houston Baptist University in 2016 with a BBA and Master’s in accounting. When Emily is not applying our strategies and processes to demonstrate our leadership in the industry, she enjoys traveling with her husband.

David “Dave” Wilson is a Property Analyst, and a licensed Texas Property Tax Consultant at Wilson & Franco. Dave supervises the data management process. His team is responsible for ensuring that our system is always up to date and accurate. Dave also coordinates the firm’s communication with various assessors.

Prior to joining Wilson & Franco, Dave worked in the outdoor industry as an assistant manager and instructor at the Texas Rock Gym.

Dave graduated from Houston Community College where he majored in Science and Theater. When Dave is not seeking ways to expedite and refine our data control procedures, he can be found exploring the great outdoors with his family.

Adam Alvarez is a member of the National Tax Management team. He is a licensed Texas Property Tax Consultant at Wilson & Franco and specializes in the reconciliation of tax bills for our national portfolio clients. In addition, Adam is also extensively involved in our budget software development.

Adam joined Wilson & Franco in 2014 after graduating from the University of Houston where he majored in Finance. When Adam is not working to find better processes for our clients, he can be found spending time with his family.

Rosario Martinez is a member of our Data Processing team at Wilson & Franco. Rosario is responsible for sorting and distributing the company’s mail. She ensures that all mail is processed and delivered to the correct department so that deadlines are met and information is attended to in a timely manner.

Prior to joining Wilson & Franco in 2014, Rosario worked in the retail industry for 27 years. For both Angler’s Edge and IFLY the Angler’s Edge, she earned a reputation as a world-class fly tyer.

When Rosario is not directing our firm’s correspondence, she enjoys gardening and traveling with her family.

Ken Dunsmore is the Systems Project Manager at Wilson & Franco. Ken manages the development of the Wilson & Franco software systems, in addition to supporting the existing software platforms.

Prior to joining Wilson & Franco in 2017, Ken’s professional journey included chemical, energy trading, public health, and public services industries. Ken graduated from Colorado School of Mines where he majored in Chemical Engineering. Mr. Dunsmore is certified as a Project Management Professional (PMP), Certified Scrum Master (CSM), ITIL v3 Foundation; he is also a Six Sigma Green Belt!

Outside of work, you can find Ken working with his children in their many activities including basketball, football, soccer, and taekwondo.

Nitya Joy is a Software Developer at Wilson & Franco. Nitya specializes in technical refinement and maintenance of our firm’s proprietary software.

Prior to joining Wilson & Franco in 2018, Nitya worked for Harris County developing and maintaining internal business applications.

Nitya graduated from the University of Madras where she majored in Computer Applications. When Nitya is not finding ways to improve our firm’s software applications, she enjoys spending time with her family, cooking, and gardening.

Wesley Martin is a Software Developer at Wilson & Franco. As part of our firm’s development team, Wesley helps create web-based solutions that give our clients the ability to manage property taxes efficiently and reduce costs.

Prior to joining Wilson & Franco in 2015, Wesley worked for an electrical supply company where he created pace setting web-based tools to meet the needs of customers and employees.

Wesley graduated from Stephen F. Austin State University where he majored in Computer Science. Along with his eldest son, Wesley enjoys beekeeping. He and his wife have five children.
